		<description>This is definitely a New York expression.  I have taken polls with whom I work who are from out of town - even the NJ people claim to never have heard the expression.

However, the Beatles refer to the activity in &quot;You Can&#039;t Do That.&quot; The line goes, &quot;I&#039;m gonna let you down and leave you flat, because I told you before, Oh, you can&#039;t do that.&quot;

Being a flat leaver, or being accused of being one was not a good character trait.</description>
